Marcus A. Allen brings more than 20 years of public policy and management experience to Englander Knabe & Allen. From 2005 to 2007, Mr. Allen served as the Deputy Chief of Staff in charge of operations and finance in the Office of Mayor Antonio Villaraigosa. As Deputy Chief of Staff, he was responsible for the implementation of the Mayor´s policies and initiatives and oversaw teams of Deputy Mayors, Commissioners and General Managers.
Prior to working in the Office of Mayor Antonio Villaraigosa, Mr. Allen was Chief Deputy Controller, City of Los Angeles (2000 to 2005). As Chief Deputy Controller, he reported directly to the elected City Controller and was responsible for the day-to-day operations of the department including: budgetary control over all City funds authorized by ordinance, pre and post-audit approval and release of City funds, and reconciliation against checks issued and paid; oversight of all citywide financial and fiscal systems and internal control and financial reporting functions; and, financial, compliance and performance audits of 40 City departments.
In addition, Mr. Allen has held positions as Chief Deputy at the Los Angeles County Probation Department; Assistant Chief Legislative Analyst, Office of the Chief Legislative Analyst, City of Los Angeles; Advisor at Perot Systems Corporation (PSC) Energy; Deputy, Office of Los Angeles County Supervisor Zev Yaroslavsky; Public Affairs Planner at the Southern California Gas Company, and Budget Analyst at the White House Office of Management and Budget in Washington, D.C.
Mr. Allen holds a Bachelors Degree in Political Science from UCLA and a Masters in Public Policy Studies from the University of Chicago and is a Director for the Tierra Del Sol Foundation. He also served as a Commissioner of the Los Angeles County Employees Retirement Association, Board of Investments and the Los Angeles County Civil Service Commission.
